Paul E. Portsmore Jr.

President and Chief Executive Officer, Fidelis Care

Paul E. Portsmore Jr. assumed the role of Plan President and Chief Executive Officer for Fidelis Care on January 5, 2026. He brings over 25 years of executive leadership experience in driving transformative growth, optimizing market share, and pioneering innovative payer-provider relationships.

Prior to joining Fidelis Care, Paul was the Founder and CEO of a boutique strategic advisory firm. There, he guided both start-ups and mature organizations in developing consumer-centered services and aligning incentives within the healthcare industry. Concurrently, he served as CEO and Board Chair for Hello Pediatrics, a telemedicine service where he provided strategic direction.

Paul’s leadership is deeply rooted in the NY tri-state health plan market. Earlier in his career, he held executive positions including President, City of NY Retiree Services at Empire BCBS (now Anthem). He led Growth, Product, and Network Services for 8 years at Healthfirst, NY. For 6 years prior, he led the Health Services division at AmeriHealth, NJ as Vice President.

Throughout these roles, he built a broad background in P&L ownership, value-based and population health services, health equity, retail health, product development, and community relations.

Paul holds an MBA in Healthcare Administration from Baruch College's Zicklin School of Business and a BA in Political Science from Providence College. He has also served as an Adjunct Professor in the Health Care MBA program at Molloy College.

Paul resides in Malverne, New York, with his wife, Regina, and their two sons.
